Repeals Arkansas Code § 4-86-111, which had prohibited pharmaceutical manufacturer discounts on insulin products with limited exceptions.

Removes restrictions that had banned coupon cards, rebates, price concessions, administrative fees, and other discount mechanisms for insulin manufacturers.

Declares an emergency based on findings that the previous insulin discount limitations may negatively affect the state's economic health and increase costs on health benefit plans.

Bill became effective on December 9, 2021, upon gubernatorial approval.
