Appropriates $931,830 to the Arkansas House of Representatives from the Constitutional Officers Fund for fiscal year ending June 30, 2022, consisting of $100,000 for employee salaries, $28,500 for personal services matching, and $803,330 for maintenance, operations and expenses.

Authorizes the Speaker of the House and Chief of Staff to transfer funds between appropriated items if determined unnecessary for their original purpose, upon certification to the State Auditor.

Permits unexpended balance funds to be used for interim operations of House offices and member services between legislative sessions, and allows Speaker to authorize member expenses and per diem during interim periods at legislative session rates.

Requires the Speaker and Chief of Staff to meet in June each fiscal year to determine actual employee salaries based on performance evaluations.

Declares an emergency clause effective immediately, with the fiscal session convening February 14, 2022.
