Establishes maximum of 10 regular employees for the State Board of Election Commissioners for fiscal year 2022-2023, including positions ranging from SBEC Director (Grade GS12) to Administrative Analyst (Grade GS06)

Authorizes up to 20 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates $1,057,743 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $599,766 for regular salaries, $100,000 for extra help, and $185,167 for personal services matching

Appropriates $6,340,000 from the Miscellaneous Agencies Fund Account for election expenses and $1,600,000 from the Nonpartisan Filing Fee Fund for nonpartisan general election costs

Permits unexpended election expense balances to carry forward to the following fiscal year under specified conditions requiring written justification and legislative reporting
