Appropriates $6,980,696 from the Arkansas Rice Research and Promotion Fund for operating and research/development expenses of the Arkansas Rice Research and Promotion Board for fiscal year 2022-2023, including $14,200 for operational expenses and $6,966,496 for research and development.

Appropriates an additional $15,000,000 from cash funds for rice research and development of the Board for fiscal year 2022-2023.

Requires all fund disbursements to comply with state procurement laws, accounting and budgetary procedures laws, revenue stabilization laws, salary procedures restrictions, and other applicable fiscal control laws.

Establishes that funds must be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative council minutes.

Effective date is July 1, 2022; bill was approved on February 23, 2022.
