Establishes maximum of 529 regular employees for Southern Arkansas University with specified salary ranges, including President ($272,786), Vice Presidents ($159,525-$170,372), faculty positions ($47,435-$134,281), and support staff across multiple classification levels for fiscal year 2022-2023.

Authorizes up to 1,900 part-time or temporary employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $18,325,418 from Southern Arkansas University Fund for state operations, including $16,350,418 in regular salaries and $1,900,000 in personal services matching.

Appropriates $51,488,000 from cash funds for regular salaries ($7,033,000), extra help ($3,550,000), personal services matching ($5,955,000), operating expenses ($19,250,000), capital improvements ($3,000,000), and debt service ($4,100,000).

Authorizes Board of Trustees to reimburse faculty tuition and educational expenses for critical shortage instructional areas and permits special allowances up to $10,000 per fiscal year for coaches teaching multiple sports, effective July 1, 2022 through June 30, 2023.
