Establishes maximum of 399 regular employees for North Arkansas College for fiscal year 2022-2023 with specified salary ranges, including administrative positions ($176,159 for President down to $39,202 for Apprentice Tradesman), academic positions, and support staff.

Authorizes up to 500 temporary or part-time employees ("Extra Help") payable at rates not exceeding those in the Uniform Classification and Compensation Act or this act.

Appropriates $8,936,975 from the North Arkansas College Fund for state operations including $6,800,000 for regular salaries and $1,200,000 for personal services matching.

Appropriates $39,990,000 from cash funds for operations including $4,500,000 regular salaries, $825,000 extra help, $10,500,000 capital improvements, $3,000,000 debt service, and $8,500,000 for fund transfers and investments.

Becomes effective July 1, 2022 and requires compliance with state procurement, accounting, budgetary procedures, and higher education expenditure restriction laws.
