Establishes a maximum of 10 regular employees for the Arkansas Governor's Mansion Commission for fiscal year 2022-2023, including a Mansion Administrator (GS14), Special Assistant II (GS11), two Management Special Assistants I (GS10), four Management Assistants I (GS09), and two Housekeeper Supervisors (GS05).

Authorizes up to 4 part-time or temporary employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,469,773 from the State Central Services Fund for personal services and operating expenses, including $686,855 for regular salaries, $209,088 for personal services matching, $60,000 for governor mansion allowance, $201,830 for operating expenses, $100,000 for annual maintenance, and $200,000 for utilities.

Appropriates an additional $500,000 from cash funds for expenses of the Governor's Mansion, Grand Hall, and grounds.

Requires the Chief Fiscal Officer to transfer excess funds from the Arkansas Governor's Mansion Cash Fund over $300,000 into the State Central Services Fund annually for mansion-related purposes, effective July 1, 2022 through June 30, 2023.
