Establishes maximum of 45 regular employees for the Commissioner of State Lands for fiscal year 2022-2023, with positions ranging from Chief Deputy ($127,245) to Customer Service Associate ($42,538).

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act.

Appropriates $3,992,252 from the State Central Services Fund for personal services and operating expenses, including $2,952,096 for regular salaries and $924,156 for personal services matching.

Appropriates $36,334,056 from cash funds for delinquent tax operations, including $1,750,000 in professional fees and $33,000,000 for delinquent tax remittal and sale refunds.

Appropriates $267,800 for capital outlay and operating expenses and $400,000 for submerged lands projects from cash funds, with all disbursements effective July 1, 2022.
