Establishes maximum of 295 regular employees for Arkansas Legislative Audit of the Legislative Joint Auditing Committee for fiscal year 2022-2023, including positions ranging from Legislative Auditor (1) to Staff Auditors (138)

Appropriates total of $42,043,063 from the State Central Services Fund for personal services and operating expenses, including $28,674,608 for regular salaries and $8,151,055 for personal services matching

Authorizes the Legislative Auditor to direct transfers between line items of the Operations appropriation as needed, except Regular Salaries line item cannot be changed without Legislative Council or Joint Budget Committee review

Allows employees to receive cost-of-living increases matching other state employees and permits salary increases up to 20% above maximum for up to one-third of positions with approval from Legislative Council or Joint Budget Committee

Directs any funds received by Arkansas Legislative Audit from the Arkansas Scholarship Lottery Act to be deposited into the State Central Services Fund for exclusive use by the audit committee
