Establishes 3 maximum regular employees for the Department of Commerce - Arkansas Waterways Commission: ACOM Director Waterways Commission (Grade GS11), Administrative Analyst (Grade GS06), and Business Operations Specialist (Grade GS05).

Appropriates $315,791 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $161,593 in regular salaries, $54,613 in personal services matching, $93,879 in operating expenses, and $3,151 in conference and travel.

Appropriates $5,000,000 from the Arkansas Port, Intermodal, and Waterway Development Grant Program Fund for grants to port authorities and intermodal authorities for port development projects.

Appropriates $2,000,000 from the Arkansas River Navigation System Fund for development, improvement, and expansion of river transportation resources in the McClellan-Kerr Arkansas River Navigation System located in Arkansas.

Authorizes the Arkansas Waterways Commission to transfer up to $1,500 annually from operating expenses to promotional items upon approval of the Chief Fiscal Officer, and allocates association membership dues from state contributions ($3,000 for Lower Mississippi Valley Flood Control Association and $1,000 each for four other river valley associations).
