Appropriates $21,177,519 from the State Central Services Fund for Secretary of State operations, including $9,103,837 for regular salaries of 162 employees and $3,088,029 for election expenses.

Authorizes 45 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Provides $10,000,000 from the County Voting System Grant Fund for professional fees, grants, and equipment for upgrading or purchasing county voting systems.

Appropriates additional funding from various sources: $750,000 for National Statuary Hall Collection, $5,500,000 in federal Help America Vote Act funds, $1,500,000 for Electronic Filing System, and $490,000 for Gift Shop and 500 Grill operations.

Permits the Secretary of State to transfer appropriations between Operations line items with Chief Fiscal Officer approval and Legislative Council or Joint Budget Committee review.
