Appropriates $22,612,559 from the Henderson State University Fund for regular salaries, extra help, personal services matching, maintenance and general operations, funded depreciation, and a grant to the Community Education Center for fiscal year 2022-2023.

Appropriates $95,350,000 from cash funds for personal services, overtime, maintenance and general operations, capital improvements, debt service, and fund transfers for the same fiscal period.

Establishes a maximum of 625 regular employees across administrative, academic, auxiliary, and classified positions with specific salary ranges by position type, plus authorization for up to 950 temporary or part-time extra help employees.

Requires Henderson State University to repay an outstanding loan from the Budget Stabilization Trust Fund no later than June 30, 2028, with status reports to be presented annually to the Arkansas Legislative Council or Joint Budget Committee.

Effective July 1, 2022, with all fund disbursements subject to compliance with state procurement, accounting, budgetary procedures, and other applicable fiscal control laws.
