Establishes maximum of 1,670 regular employees for Arkansas Tech University for fiscal year 2022-2023 with specified salary ranges for positions including administrators, faculty, and staff across main campus and Ozark campus.

Authorizes up to 1,615 part-time or temporary "Extra Help" employees paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $39,102,907 from the Arkansas Tech University Fund for state operations (regular salaries, extra help, personal services matching, maintenance and general operations, and funded depreciation).

Appropriates $162,427,960 from cash funds for personal services, operating expenses, capital improvements ($44,497,231), and debt service ($10,000,000).

Amends Arkansas Code § 6-65-301 to expand Board of Trustees appointment eligibility from 30 counties in the Second Agricultural and Mechanical District to all 75 counties in Arkansas; includes provisions for coach special allowances, tuition reimbursement, and the Arkansas Tech Institute administration.
