Establishes 40 maximum employees for the Department of Human Services Division of County Operations - Medicaid Tobacco Settlement Program, including 5 supervisors (GS07), 30 specialists (GS06), and 5 administrative assistants (GS03).

Establishes 1 program manager (GS08) for the Division of Medical Services and 18 maximum employees for the Division of Provider Services and Quality Assurance, including 1 manager (GS08), 2 supervisors (GS07), 14 specialists (GS06), and 1 administrative assistant (GS03).

Appropriates $2,385,574 for County Operations; $83,347 for Medical Services; $209,969,927 for Medical Services Grants ($200,426,470 for hospital and medical services, $9,543,457 for prescription drugs); and $1,164,078 for Provider Services and Quality Assurance, all payable from the Medicaid Expansion Program Account for fiscal year ending June 30, 2023.

Designates the Medicaid Expansion Program as a separate and distinct component of the Arkansas Medicaid Program, with separate paying accounts established for federal and state expenditure funds.

Effective July 1, 2022; contains restrictions on appropriation transfers and requires Legislative Council or Joint Budget Committee approval for certain budget modifications.
