Appropriates $3,609,236 for Arkansas State Library State Operations, including $1,668,241 for regular salaries of 49 employees and $1,125,091 for operating expenses.

Appropriates $3,202,687 for Federal Operations, including $458,958 for regular salaries and $2,357,700 for operating expenses.

Appropriates $5,700,000 to provide aid to public libraries through the State Library Public School Fund Account.

Authorizes 7 temporary or part-time employees for State Operations and 5 for Federal Operations, payable at rates not exceeding Uniform Classification and Compensation Act rates.

Allows unexpended balance of Books and Subscriptions funding from fiscal year 2021-2022 to carry forward to fiscal year 2022-2023 with prior approval by the Arkansas Legislative Council or Joint Budget Committee.
