Establishes maximum of 144 regular employees for University of Arkansas Community College at Rich Mountain for fiscal year 2022-2023, including administrative, classified, academic, and auxiliary positions with specified salary ranges.

Authorizes up to 80 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $3,853,368 from state operations fund for regular salaries ($2,500,000), personal services matching ($530,000), and maintenance and general operations ($823,368).

Appropriates $10,195,000 from cash funds for regular salaries ($3,250,000), extra help ($375,000), personal services matching ($1,500,000), maintenance and general operations ($2,390,000), capital improvements ($1,300,000), and debt service ($380,000).

Requires all disbursements to comply with state procurement, accounting, budgeting, and fiscal control laws; effective July 1, 2022.
