Establishes a maximum of 325 regular employees for Phillips Community College of the University of Arkansas for fiscal year 2022-2023, with salary ranges from $39,202 (Apprentice Tradesman) to $176,159 (Chancellor).

Authorizes up to 900 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $10,994,784 from state operations funds, including $7,459,723 for regular salaries and $1,769,882 for personal services matching.

Appropriates $25,275,000 from cash funds for regular salaries ($4,200,000), extra help ($1,000,000), overtime ($200,000), maintenance and operations ($7,050,000), capital improvements ($6,000,000), debt service ($1,500,000), and promotional items ($25,000).

Effective July 1, 2022, with all disbursements subject to compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.
