Appropriates $6,125,733 to the Office of the Treasurer of State for the fiscal year ending June 30, 2023, payable from the State Central Services Fund.

Establishes a maximum of 35 regular employees with salaries ranging from $36,624 to $125,300 annually, including positions for senior investment managers, chief deputy treasurers, and various financial and administrative roles.

Authorizes up to 5 temporary or part-time employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates funds for personal services ($2,592,472), operating expenses ($1,404,455), data processing systems and services ($1,096,715), and financial/educational programs including the Arkansas 529 College Savings Program and Arkansas ABLE Program ($75,000).

Authorizes the Treasurer of State to transfer appropriations between line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee, effective July 1, 2022 through June 30, 2023.
