Establishes maximum of 898 regular employees for University of Arkansas - Pulaski Technical College for fiscal year 2022-2023, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 400 temporary or part-time employees ("Extra Help") at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $16,987,424 from the University of Arkansas - Pulaski Technical College Fund for personal services, comprised of $15,912,809 in regular salaries and $1,074,615 in personal services matching.

Appropriates $56,135,000 from cash funds for operating expenses including $4,000,000 regular salaries, $2,000,000 extra help, $10,000,000 personal services matching, $15,000,000 operational expense, $4,000,000 professional fees, $10,000,000 capital improvements, and $7,500,000 debt service.

Takes effect July 1, 2022, and requires all disbursements to comply with state procurement, accounting, budgetary procedures, and fiscal control laws.
