Establishes maximum of 1,119 regular employees for University of Arkansas - Fort Smith for fiscal year 2022-2023 with specified salary rates ranging from $39,202 to $245,507 annually across administrative, academic, and support positions.

Authorizes up to 910 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $25,551,912 from state operations funds including $18,831,912 for regular salaries, $500,000 for extra help, $3,600,000 for personal services matching, and $2,600,000 for maintenance and general operations.

Appropriates $118,180,000 from cash funds including $25,000,000 for regular salaries, $31,500,000 for capital improvements, $8,000,000 for debt service, and $12,000,000 for fund transfers and investments.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws; effective July 1, 2022.
