Establishes maximum of 5 regular employees for the Department of Health - Health Services Permit Agency for fiscal year 2022-2023, including a Director (SE01), Deputy Administrator (GS11), Business Operations Manager (GS08), and two coordinators/specialists (GS06).

Appropriates $517,909 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $327,484 for regular salaries, $112,049 for personal services matching, and $78,376 for maintenance, operations, conferences, travel, and professional fees.

Authorizes carry-forward of unexpended balance funds from fees and fines collected under Arkansas Code 20-8-103 et. seq. to the next fiscal year, subject to written justification and reporting requirements to the Department of Finance and Administration and Arkansas Legislative Council.

Requires strict compliance with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Effective July 1, 2022, with special language provisions applicable through June 30, 2023.
