Reappropriates $2,000,000 from the Department of Human Services Renovation Fund for construction, replacement, renovation, upgrade, and addition of a warehouse distribution building for the Arkansas Health Center, effective July 1, 2022.

Reappropriates $1,175,065 from the Department of Human Services Renovation Fund for repair or replacement of roofs at the Arkansas State Hospital, effective July 1, 2022.

Allows agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for project financing, but prohibits use of Maintenance and General Operations appropriations for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Becomes effective July 1, 2022.
