Reappropriates capital improvement balances for the Secretary of State effective July 1, 2022, payable from the Development and Enhancement Fund, including $15,000,000 for statewide voting machine equipment replacement.

Allocates $6,500,000 for HVAC upgrades to the North End of the State Capitol building and $2,500,000 for roof and window repairs.

Provides funding for multiple State Capitol facility and grounds projects including $3,500,000 for stone restoration on the East Side, $1,500,000 for green initiatives, and $4,000,000 for Business and Commercial Services System Update.

Appropriates $1,325,430 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship or preservation of state-owned lands, historic sites, buildings, structures or objects.

Establishes disbursement controls requiring compliance with state purchasing and fiscal control laws, prohibits use of maintenance and general operations funds for these projects, and requires funds be used in compliance with stated reasons documented in budget materials and legislative minutes.
