Reappropriates $9,750,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for grants to acquire, manage, steward, or preserve state-owned lands, historic sites, buildings, structures, or objects, effective July 1, 2022.

Reappropriates $435,000 for maintenance and replacement of Field Turf at War Memorial Stadium and $42,500 for maintenance and renovation of Southwest Concourse Restrooms at War Memorial Stadium from cash funds, effective July 1, 2022.

Reappropriates $5,222,675 from the Development and Enhancement Fund for Delta Heritage Trail State Park Phase VIII Trail Development (Mellwood to Snow Lake section), effective July 1, 2022.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations when disbursing funds.

Takes effect July 1, 2022; funds must be used in accordance with budget agency requests, executive recommendations, and legislative recommendations documented in budget manuals and committee minutes.
