Reappropriates $10,000,000 from Act 868 of 2021 for state investment in vital infrastructure including public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water/sewer systems, effective July 1, 2022.

Reappropriates $40,000,000 from Act 868 of 2021 for construction, renovation, maintenance, equipment, grants, loans, personal services, and operating expenses for projects that protect, enhance, and/or restore the environment, effective July 1, 2022.

Reappropriates $5,000,000 from Act 868 of 2021 for state investment in infrastructure for public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water/sewer systems, effective July 1, 2022.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws when disbursing funds, while allowing agencies to supplement with grants, donations, and Federal funds.

Effective date is July 1, 2022, and appropriations must align with stated reasons documented in Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and official legislative records.
