Reappropriates remaining balances from Act 859 of 2021 for capital improvement projects at the Arkansas School for the Blind, including $801,800 for waterproofing, $800,175 for plumbing/sewer upgrades, $474,000 for electrical upgrades, $2,000,001 for ADA compliance, $427,700 for security upgrades, $295,550 for physical education building renovation, and $296,250 for sidewalk upgrades.

Reappropriates remaining balances from Act 859 of 2021 for capital improvement projects at the Arkansas School for the Deaf, including $19,516,808 for general facility maintenance and repairs, $52,378,265 for Campus Master Plan Phases 1.1-1.3, $16,578,432 for Campus Master Plan Phases 2.1-2.3, $16,636,758 for Campus Master Plan Phases 3.1-3.3, and $8,306,500 for an athletic complex.

Funds are payable from the Development and Enhancement Fund and become effective July 1, 2022.

Permits institutions to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to complete projects.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.
