AR HB1099

Establishes the Employee Benefits Division Oversight Subcommittee under the Legislative Council to oversee all decisions of the State Board of Finance related to the State and Public School Life and Health Insurance Program.

Requires the subcommittee to review 13 specified categories of board decisions including cost-containment measures, plan option changes, premium adjustments, benefit changes, eligibility modifications, vendor changes, and contract modifications.

Mandates the State Board of Finance and Employee Benefits Division Director submit quarterly "Employee Benefits Division Quarterly Reports" to the Legislative Council within 30 days after each calendar quarter, detailing all program changes and decisions.

Directs the Employee Benefits Division Oversight Subcommittee to study general diabetes management programs and submit recommendations for potential 2025 legislation to the Legislative Council by July 1, 2024.

Declares an emergency, making the act effective immediately upon the Governor's approval to address the adequacy and sustainability of health benefits for state and public school employees.
