Appropriates $80,000,000 to the Office of the Treasurer of State for refunding each city's share of local sales and use taxes assessed under Arkansas Code 26-75-307, supplemental to Act 246 of 2021.

Appropriates $50,000,000 to the Office of the Treasurer of State for refunding each county's share of local sales and use taxes assessed under Arkansas Code 26-74-307, supplemental to Act 246 of 2021.

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency due to insufficient funds for the Office of the Treasurer of State to continue essential governmental services, making the act effective upon passage and approval on March 3, 2022.
