Appropriates $3,000,000 from Miscellaneous State Treasury Funds to the Department of Finance and Administration - Disbursing Officer for Personal Services Overtime during fiscal year 2021-2022

Supplements funds previously appropriated in Section 2 of Act 997 of 2021 and authorizes distribution to constitutional officers and various state agencies

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws

Stipulates that funds must be used in compliance with stated reasons for adoption as documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official Arkansas Legislative Council or Joint Budget Committee minutes

Declares an emergency clause due to insufficient funds for the Department of Finance and Administration - Disbursing Officer to provide essential governmental services, making the act effective immediately upon passage and approval on March 3, 2022
