Appropriates $150,000,000 in federal funds to the Department of Education for the Child Nutrition Program's school food services grants and aid for fiscal year 2021-2022, supplementing funds from Act 842 of 2021.

Appropriates $6,250,000 from the state cash fund to reimburse school districts for administrative activities supporting the Arkansas Medicaid Program for fiscal year 2021-2022, supplementing funds from Act 842 of 2021.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and regulations from the Department of Finance and Administration.

Directs that disbursed funds be used in accordance with stated legislative intent as documented in budget manuals, agency requests, and official legislative council or joint budget committee minutes.

Declares an emergency clause effective upon passage and approval, finding that existing departmental funding is insufficient to continue essential governmental services.
