Appropriates $249,455 to the University of Arkansas Community College at Hope-Texarkana for fiscal year 2021-2022 as a supplemental appropriation in addition to funds appropriated by Act 113 of 2021.

Allocation of $249,455 is designated entirely for maintenance and general operation expenses, with no funds allocated for conferences/travel, professional fees, capital outlay, or data processing.

Disbursal of funds must comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes that funds must be used in compliance with stated reasons for adoption as evidenced by budget materials and testimony before the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency due to unforeseen circumstances making previously appropriated funds insufficient for the college to provide essential governmental services, making the act effective immediately upon passage and approval on March 3, 2022.
