Appropriates $139,809 in supplemental funding to the University of Arkansas Community College at Rich Mountain for fiscal year 2021-2022, in addition to funds previously appropriated by Act 121 of 2021.

Allocates the $139,809 entirely to operating expenses, with no funds designated for conferences and travel, professional fees, capital outlay, or data processing.

Requires all disbursements to comply with state procurement law, accounting and budgetary procedures, revenue stabilization law, salary restrictions, and regulations from the Department of Finance and Administration.

Declares an emergency clause stating that previously appropriated funds were insufficient due to unforeseen circumstances, and delays in funding would harm essential governmental services.

Became effective upon approval on March 3, 2022.
