Creates the "Arkansas Human Heartbeat and Human Life Civil Justice Act" establishing civil liability for abortion violations, with enforcement through private lawsuits rather than state prosecution.

Prohibits abortion except to save the life of a pregnant woman in a medical emergency; exempts women from criminal charges and civil liability for obtaining abortions.

Allows any person or entity (except state/government officials) to sue those who perform, induce, aid, or abet abortions in violation of the law, with statutory damages of at least $10,000 per abortion plus injunctive relief, nominal and compensatory damages, and attorney's fees.

Prevents state and local government from directly enforcing the law and bars government officials from participating in or intervening in private lawsuits under this act.

Declares an emergency effective immediately upon the Governor's approval, citing increased abortions in the state and burden on the healthcare system from out-of-state residents seeking abortions.
