• Amends Section 14 of the Joint Rules of the Arkansas House of Representatives and Senate regarding bill-filing deadlines for the 93rd General Assembly

• Establishes a new subsection (D) creating filing deadlines for bills affecting the State and Public School Life and Health Insurance Program or imposing new or increased costs on state entity health benefit plans

• Requires bills affecting state health benefit plans to be introduced during the first 15 calendar days of a regular session, with introduction after day 15 requiring a three-fourths vote of both houses

• Prohibits bills affecting state health benefit plans from being introduced or considered during fiscal or extraordinary sessions unless first approved by a two-thirds vote of both houses
