• Authorizes introduction of a nonappropriation bill to establish the Employee Benefits Division Oversight Subcommittee under the Legislative Council to oversee the State and Public School Life and Health Insurance Program.

• Requires quarterly reports to the Legislative Council from the State Board of Finance and Director of the Employee Benefits Division covering cost-containment measures, plan changes, funding modifications, premium adjustments, reserve balances, vendor changes, and contract modifications.

• Designates the Joint Budget Committee to perform oversight functions during regular, fiscal, or extraordinary sessions of the General Assembly, with authority to establish a subcommittee for these functions.

• Directs the Employee Benefits Division Oversight Subcommittee to study general diabetes management programs and report recommendations to the Legislative Council by July 1, 2024, given that over 360,000 Arkansans have diabetes and related costs are estimated at $3.1 billion annually.
