Authorizes Representatives Evans or Wardlaw to introduce legislation amending the Public School Employees' Health Insurance Program funding effective January 1, 2023

Changes the school district health insurance contribution rate from a fixed $150 per month to an amount established by the House and Senate Education Committees through the biennial adequacy review process

Changes the state contribution from a fixed $61 per month to an amount established by legislative committees, with the state transferring $55 million annually to the Employee Benefits Division in 12 equal monthly installments

Increases the foundation funding amount for school districts from $7,349 to $7,413 per student for the 2022-2023 school year and thereafter

Repeals provisions directing general facilities and supplemental millage appropriations to bonded debt assistance and redirects them to the Employee Benefits Division for public school employee health insurance
