Authorizes introduction of a bill requiring fiscal impact statements for all proposed legislation that imposes new or increased costs for health benefit plans (including pharmacy benefits) on any state entity, agency, or public school.

Requires fiscal impact statements to be attached to bills and filed with committee chairs before bills can be considered; allows actuaries to evaluate estimated financial costs of proposed legislation.

Permits members of either chamber to object to final passage of bills lacking fiscal impact statements until the statement is provided at least one day before the vote; a two-thirds majority can override such objections.

Establishes a 15-calendar-day deadline for introducing bills affecting the State and Public School Life and Health Insurance Program at regular sessions, requiring three-fourths vote approval to introduce after day 15; prohibits such bills at fiscal or extraordinary sessions without two-thirds vote approval.

Declares an emergency clause, citing inadequate state health benefits for public school and state employees and the need for sustainable, affordable health benefit options; act becomes effective upon Governor approval or expiration of veto period.
