Authorizes the introduction of legislation to create the Arkansas Unborn Child Protection Act of 2022, which would prohibit abortion in Arkansas except in cases of incest, rape (with law enforcement documentation), or to save the pregnant woman's life in a medical emergency.

Defines "unborn child" as an individual organism of the species Homo sapiens from fertilization until live birth, and "abortion" as any act to terminate pregnancy with knowledge it will cause death of the unborn child.

Makes intentional performance or attempted performance of an abortion a Class A felony, with exceptions for accidental or unintentional injury/death from licensed physician treatment and for contraceptive measures administered before pregnancy can be determined.

Prohibits charging or conviction of a woman with any criminal offense related to the death of her own unborn child.

Repeals the prior Arkansas Unborn Child Protection Act (Subchapter 4) and includes an emergency clause making the act effective immediately upon gubernatorial approval.
