Authorizes Representative Jean to introduce a nonappropriation bill amending the Revenue Stabilization Law, § 19-5-101 et seq., to create funds and make transfers between fund accounts.

Establishes a new sub-fund called the "EBD or Contingency 3/5 Vote Set Aside" within the Restricted Reserve Fund and transfers all balances from the Executive/Legislative 3/5 Vote Set Aside into it upon the act's effective date.

Allows disbursements from the EBD or Contingency 3/5 Vote Set Aside to be used for transfers under § 19-5-1263(c) and (d), subject to approval by the Legislative Council or Joint Budget Committee.

Transfers all unobligated funds remaining in the EBD or Contingency 3/5 Vote Set Aside to the General Revenue Allotment Reserve Fund on July 1, 2024.

Establishes that General Assembly approval through the Legislative Council or Joint Budget Committee is required for fund transfers and declares that if this approval requirement is ruled unconstitutional, § 19-5-1263(c)-(e) shall be void in their entirety; effective July 1, 2022.
