Amends Section 54.(c)(1) of the House Rules to change the process for selecting standing committee chairpersons and vice chairpersons, making the House Budget Committee subject to the same selection process as other standing committees rather than being exempt.

Establishes that chairperson and vice chairperson positions for standing committees and the House Budget Committee shall be available for selection during the committee selection process.

Requires that only members of the majority party may serve as chairperson of a standing committee or the House Budget Committee.

Allows the Speaker of the House, in consultation with standing committee chairpersons, to appoint chairpersons and vice chairpersons from permanent subcommittee memberships, with the standing committee vice chairperson permitted to also chair a permanent subcommittee.

Prohibits House members (except standing committee vice chairpersons) from serving as chairperson or vice chairperson of more than one standing committee, select committee, or permanent subcommittee.
