Amends Rule 80(a)(2) to change Legislative Council co-chair and co-vice-chair selection to occur during the committee selection process under Rule 54(b) rather than by Speaker appointment alone.

Requires that only a member of the majority party may serve as Legislative Council co-chair.

Amends Rule 81(a) to change Legislative Joint Auditing Committee co-chair and co-vice-chair selection to occur during the committee selection process under Rule 54(b) instead of Speaker appointment alone.

Requires that only a member of the majority party may serve as Legislative Joint Auditing Committee co-chair.

Maintains existing requirements that no more than two members from each caucus or committee shall reside in the same county, with terms running from January 1 of odd-numbered years to December 31 of the following even-numbered year.
