Urges the President of the United States to support policies ensuring long-term U.S. energy leadership, security, and affordability, including continued operation of existing oil and natural gas pipelines and construction of new pipelines.

Calls for the resumption of consistent federal oil and natural gas lease sales on federal lands and waters, and immediate preparation of a new five-year program to guide future offshore leasing.

Cites that oil and natural gas industries provide more than 11 million jobs nationwide, including 93,000 jobs and $10 billion in gross domestic income in Arkansas in 2019.

Asserts that U.S. offshore oil and natural gas production is among the lowest carbon-intensive energy-producing regions in the world and that halting offshore development will shift production overseas.

Directs the House Chief Clerk to send authenticated copies of the resolution to the President, Secretary of the Interior, Secretary of Transportation, Federal Energy Regulatory Commission, Arkansas Congressional delegation, and Arkansas news media.
