Appropriates $491,419 to Arkansas State University for regular salaries in fiscal year 2021-2022 as a supplement to funds previously appropriated in Act 105 of 2021.

Funds are payable from the Arkansas State University Fund and must comply with state procurement law, accounting and budgetary procedures, revenue stabilization law, and Department of Finance and Administration regulations.

Declares an emergency due to unforeseen circumstances making existing operational funds insufficient for the university to continue providing essential governmental services.

Requires that disbursed funds comply with stated reasons for adoption as documented in budget manuals, agency requests, and testimony from the Arkansas Legislative Council or Joint Budget Committee.

Became effective upon Governor approval on March 7, 2022.
