Appropriates $1,000,000 to the Department of Finance and Administration for pregnancy resource center grants for fiscal year 2022-2023, funded from the Pregnancy Resource Center Sub-Fund in the Miscellaneous Agencies Fund Account.

Defines "pregnancy resource center" as organizations existing as of January 1, 2022, that provide services to individuals facing unintended pregnancy with intent to encourage childbirth and do not perform, prescribe, refer for, or affiliate with organizations that provide abortion services.

Includes crisis pregnancy organizations, maternity homes, adoption agencies, and social services agencies providing material support to individuals facing unintended pregnancy.

Requires the Department of Finance and Administration to create a grant program with rules requiring applicants to submit spending plans and receive funds in increments rather than all at once.

Transfers $1,000,000 from the Rainy Day Fund to the Pregnancy Resource Center Grant Sub-Fund, with unexpended funds reverting to the General Revenue Allotment Reserve Fund after June 30, 2023; provisions effective July 1, 2022 through June 30, 2023.
