Appropriates $50,000,000 from the General Revenue Allotment Reserve Fund to the Law Enforcement Stipend Grants Sub-Fund for fiscal year 2022-2023.

Provides one-time salary stipends of $5,000 to eligible full-time law enforcement officers employed by county sheriffs' offices and municipal police departments, plus employer Social Security and Medicare taxes.

Provides one-time salary stipends of $2,000 to eligible state law enforcement officers (Department of Public Safety and Department of Corrections), or $5,000 if their primary job responsibility involves supervising parolees and probationers, plus employer taxes.

Eligible officers must be employed on or before January 31, 2023, have completed basic law enforcement training, work more than 24 hours per week, and cannot receive more than one stipend even if employed by multiple agencies.

Establishes certification and verification procedures through the Division of Law Enforcement Standards and Training, with reporting requirements by June 30, 2023, and penalties including 10% administrative fees for agencies that fail to properly distribute or return funds.
