Appropriates $15,000,000 in cash funds to the Department of Veterans' Affairs for matching funds toward land acquisition, improvements, construction, renovation, and equipment purchase for a State Veterans' Home in Northwest Arkansas for fiscal year ending June 30, 2023.

Appropriates $30,000,000 in federal funds to the Department of Veterans' Affairs for land acquisition, improvements, construction, renovation, and equipment purchase for a State Veterans' Home in Northwest Arkansas for fiscal year ending June 30, 2023.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Specifies that funds must be disbursed in compliance with stated reasons for the appropriation as documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2022 to ensure immediate operation of the agency, with the Act in full force and effect from and after that date.
