Appropriates $5,000,000 to the Department of the Military for grants to the Arkansas National Guard Foundation for personal services, operating expenses, and associated expenses for the fiscal year ending June 30, 2023

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws and Department of Finance and Administration regulations

Directs that disbursed funds be used only for purposes stated in agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes

Declares an emergency clause to make the act effective July 1, 2022, citing constitutional restrictions on multi-year appropriations and the need for immediate agency operation
