Establishes 102 maximum regular employees for the Department of Education - Educational Television Division for fiscal year 2022-2023, with positions ranging from Director (Grade SE02) to Administrative Specialist II (Grade GS03).

Authorizes 5 temporary or part-time "Extra Help" employees for State Operations and 46 temporary or part-time employees for Cash Operations, effective July 1, 2022 through June 30, 2023.

Appropriates $4,412,291 from the Educational Television Fund Account for State Operations, including $2,861,510 in regular salaries, $6,600 in extra help, $929,947 in personal services matching, and $614,234 in operating expenses.

Appropriates $6,493,727 from cash funds for Cash Operations, including $1,059,193 in regular salaries, $275,197 in extra help, $392,699 in personal services matching, and $4,687,638 in maintenance, general operation, grants, resale items, and promotional items.

Becomes effective on July 1, 2022, and requires compliance with state procurement, accounting, budgetary procedures, and fiscal control laws.
