Appropriates $4,500,000 from state cash funds to the Arkansas Public Defender Commission for extra help and associated matching costs for fiscal year 2022-2023.

Appropriates an additional $4,500,000 from federal funds to the Arkansas Public Defender Commission for extra help and associated matching costs for the same fiscal period.

Authorizes a maximum of 45 part-time or temporary employees ("Extra Help") for the Arkansas Public Defender Commission during fiscal year 2022-2023, with pay rates not to exceed those provided in the Uniform Classification and Compensation Act.

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws of Arkansas.

Becomes effective on July 1, 2022.
