Establishes maximum of 540 regular employees for Arkansas State University - Beebe for fiscal year 2022-2023, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 225 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $14,445,970 from state operations funds, including $11,617,479 for regular salaries, $150,000 for extra help, and $2,300,000 for personal services matching.

Appropriates $38,875,897 from cash funds for regular salaries ($4,500,000), extra help ($783,145), operating expenses ($10,000,000), capital improvements ($11,200,000), and debt service ($5,000,000).

Effective July 1, 2022; provides that if general revenue forecasts are reduced during the fiscal year, each ASUB campus receives the same percentage reduction.
